Foothill-De Anza Seeks Residents to Serve on Bond Committee

 

Application deadline for four seats is 5 p.m. Friday, Nov. 9

The Foothill-De Anza Community College District Board of Trustees is seeking applicants who live within the district for four seats on its Measure C Citizens’ Bond Oversight Committee.

Having a citizens’ oversight committee is required under Proposition 39, which established requirements for approving school bond measures with less than two-thirds of the vote. Foothill-De Anza’s Measure C, a $490.8 million general obligation bond measure, was approved by 65.69 percent of the voters on June 6, 2006.

Each member of the oversight committee is appointed to represent a particular constituency. The current four vacancies are for board members in the following categories:
• Foothill-De Anza auxiliary organization representative
• At-large representative
• Taxpayer association representative
• Business organization representative

The seven-member committee is charged with reviewing and reporting to the public on the district’s Measure C bond expenditures. Members are not compensated and the committee meets no more frequently than quarterly. Terms are for two years. Terms on the committee are staggered, so some seats become vacant every year. Current board members whose terms are expiring are Phyllis Bismanovsky (at large), Ralph Adams (taxpayer association), Dexter Dawes (business organization) and Jim Walker (Foothill-De Anza auxiliary organization). Under the committee’s bylaws, all are eligible to reapply for their seats.

Committee members must live within the district’s service area, which encompasses the cities of Cupertino, Los Altos, Los Altos Hills, Mountain View, Palo Alto, Sunnyvale and parts of San Jose, Santa Clara and Saratoga. Applicants should submit a resume and cover letter detailing their qualifications and which of the four categories they would represent. The deadline for completed applications is 5 p.m. Friday, Nov. 9. Applicants may not be an employee, contractor, consultant or vendor of the district.

The Board of Trustees will make appointments to the Measure C Citizens’ Bond Oversight Committee at a regularly scheduled meeting Dec. 3.
