The Board of Trustees is a five-member elected board serving four-year terms, with two student trustees appointed annually in May by the student governments from each campus.

Betsy Bechtel ---
Bechtel, elected in 2003, is a 37-year resident of Palo Alto. She served for nine years on the city council, including one year as mayor and two as vice mayor. She holds master's and bachelor's degrees in speech pathology from Stanford University, beginning her career as a teacher in the Peace Corps in Ecuador and teaching sixth grade in San Jose upon her return to the United States. Bechtel served as a staff member for then-County Supervisor Gerry Steinberg for five years before becoming vice president at Citibank, a position she held for 15 years. She later was a vice president of J.P. Morgan. She currently serves as a member of the board of directors at Borel Bank and consults for the Palo Alto Housing Corporation.
In addition to serving six years on the Foothill-De Anza Foundation board, two as president, Bechtel's extensive community service has included leadership positions in the League of Women Voters, Palo Alto Rotary Club, YMCA of the Mid-Peninsula, the Los Altos and Palo Alto Chambers of Commerce and the Committee for Green Foothills. Paul Fong, Vice President
Fong, a political science professor at Evergreen Valley College and a local business owner, was first elected to the board in 1993. He serves on the board of directors of the Association of Community College Trustees (ACCT), the Community College Trustees of California, and locally on the boards of Asian Americans for Community Involvement (AACI) and Community Housing Developers (CHD). He is also a member of the Silicon Valley Asian Pacific American Democratic Club and the Sunnyvale post of the American Legion.
Fong holds a bachelor’s degree in sociology and master’s degree in public administration and political science from San Jose State University, as well as a master’s degree in education from San Francisco State University. His term expires in 2009. Contact him at 650.949.6207 or fongpaul@fhda.edu.
Laura Casas Frier
Casas Frier, appointed in November 2005 to fill the vacancy which resulted from the passing of Andrea Leiderman, holds a law degree from Santa Clara University and a bachelor's degree in political science from California State University, Northridge. She co-founded a transitional home for domestic violence victims and their children and served for five years as chair of the Adelante Higher Education Conference, designed to encourage underrepresented high school girls to pursue higher education, among other activities. She has worked as a claims representative for an international commercial liability carrier. She has served as a member of the Foothill-De Anza Foundation Board of Directors. Hal Plotkin
Plotkin, of Palo Alto, was elected to the board in 2003. He is an author, journalist and business analyst who has written more than 600 articles on public policy, finance, education, technology and science. His many
publishers include Harvard Business School Press, Forbes, CNBC and SFgate.com, the Web site of the San Francisco Chronicle. He was a founding editor of Marketplace, the public radio network’s nationally broadcast business and economic news program. Plotkin previously served a two-year term on the California State Economic Strategy Panel,
which is responsible for developing an overall economic vision to guide public policy. He is the first graduate of Foothill College elected to serve on the board of trustees, having earned an associate’s degree in history in 1985. He received his bachelor’s degree in behavioral sciences from San Jose State University the following year. His term expires in 2011. Bruce Swenson - President
Swenson was elected to the Board in November 2005. A math instructor at Foothill College for more than two decades, Swenson subsequently served as dean of the Physical Science, Math and Engineering division, retiring as vice president of Instruction and Educational Resources. Since his retirement in 1999, Swenson has been a member of the Foothill Commission, one of the two college-specific auxiliary organizations of the Foothill-De Anza Foundation. Swenson earned a doctorate in education from the University of California, Berkeley, a master's degree in math from the University of Wisconsin and a bachelor's degree in math from Stanford University.
